This CD-ROM is the foundation of comprehensive policy and procedures surrounding the acquisition of goods and services.

This CD has been developed by ESAO as an introduction to contracted services for the use of clients of ESAO and all employers and senior management in public and private companies in Ontario. It is intended to provide essential information to employers and senior management regarding the contracting out of services and the attached legal obligations and duties. It provides the basis for policies and procedures that may reduce liability and protect the corporation and the individual.

Contracted services may include, but are not limited to, food service, cleaning, maintenance, security, grounds keeping, building modifications and construction.

Voiceover narration highlights key information throughout the CD-ROM and the interactive visual components and imbedded links ensure that the content is accurate, relevant, interesting and easy to understand. Downloadable samples of scenarios, procedures and forms are also available.

After navigating through three modules, employers and supervisors should:

• Understand that ‘employer’ and ‘worker’ are defined under the Occupational Health and Safety Act and the Workplace Safety and Insurance Act.
• Gain new insight into reducing corporate and personal liability by being diligent in safety responsibilities.
• Understand the benefits of a team approach in purchasing; cooperation between safety and purchasing staff responsibilities.
• Understand the various components of contracting construction and the benefits of having written contracts to reduce corporate and personal liability.

The goal of this Employer Liability for Contracted Services CD is to highlight some important legislation that may impact  employer and management decisions surrounding the contracting for goods and services.
